Boulder City was built beginning in 1931 specifically to house workers constructing Hoover Dam, and the federal government, which controlled the town for decades afterward, deliberately banned gambling within its limits — a restriction the city's own charter has voluntarily maintained ever since, making Boulder City one of the only municipalities in the entire state of Nevada where casino gambling remains illegal.
