Boulder's combination of dramatic, immediately accessible mountain scenery, a major research university, and one of the country's earlier and more enduring pedestrian downtown districts has made it one of the most nationally recognized small cities for outdoor lifestyle and quality of life anywhere in the Denver metro area, even as its strict growth-boundary policies have kept housing among the most expensive in the state.
